I am in Rio de Janeiro. There's loads of people who just live on the street. They sleep on concrete pavement, scavenge for food in bins, go back to sleep in the same spot, and that's that.

There's a vacant look about them. They're not miserable or despondent, they're just, "well, this is it for me". Blankness.
Dossers in England look at least miserable. They've got that going for them. At least being miserable is feeling SOMETHING.

You don't see many actual tramps any more. They used to be filthy and unkempt and usually off their face on cheap booze.

Find a Wetherspoons and stay safe Leonard, that place is mental. Would have loved it in my 20's, way too old for all that shit now.
As regards to homelessness in UK it is on a miniscule level compared to places like Brazil and India. Some people will always fall into, combination of misfortune, drink / drugs, and bad life choices.
Got to be easier being homeless here than in the third world. Those poor fuckers are born into it.

The place I've felt most unsafe in my life was San Francisco with the homeless, mad people on the street. Was astonished at the number there.

And while undergrad I worked at a place which was just beyond the 2 big homeless shelters in a city of about a million. Got to know one nice lady who I got into a routine with, she would proposition me every night and I would politely decline.
So it happens in lots of places with decent "social safety nets."
Why seemingly more now that ever? Communities and families are sometimes less than they were years ago; there are more and more people? Other than that I don't have a great answer and not sure even those that try to fix these things for a living have a lot more.

Fewer places for people to go at night. More people being made homeless for various reasons.
I work in social housing and my wife works in adult social services, it's all fucked.
But we're all in it together.....

Heard a thing on the radio that a local MP has urged the Local Authority to make sure all the homeless people in Windsor are moved on before the Prince Harry's wedding.
Said he didn't want them to show the town 'in an unsavoury light'.
Firstly, it never occured to me that a place like Windsor would have homeless people. And secondly, why didn't the MP urge the local authority to do something about the homeless people for their sake. You know, maybe pay for a shelter to be built and help them get back on their feet.
Just a thought.

I was in Stratford upon Avon this weekend. There were loads there, and outside Chelmsford and Liverpool St train stations this morning too.
They're everywhere.
